Agent Note rejection emails

We already have a notification that gets sent to the user who submitted the agent note, when the agent note is rejected. This is not generating in this case and a defect has been logged 62592.
I am marking this as 'Not Taken' as an enhancement, but will be tracked as above bug.

As a land agent, I would like to be notified when a note I entered in the system has been rejected.
